Problem withl jetspeed 1.4b1 instal

When i deploy jetspeed.war (1.4b1), i have this error:
org.apache.turbine.services.InstantiationException: ServiceBroker: unknown service 
PoolService requested

My config is:
-Linux debian
-Tomcat 4.0.3
-j2se 1.3.1

What is the probem ?
