Sorry, my usage of Jetspeed customization has been group-oriented only (not per user), 
so I always disable the customization and min/max icons, as individual users are 
denied access to them in our system.  

However, I was under the impression that the anonymous ("anon") user could not perform 
individual customization, so they would not see the customization icons and such for 
any portlet (not just IFramePortlet).  This is controlled by a "security-ref" element 
in the PSML for each user, I believe, so you may be able to turn it on for the anon 
user if you wish.  All other users should see them unless you explicitly disable them 
through a security-ref element.
