Stelian, If you have downloaded the war file, you should not have to build it, just put the jetspeed.war in your tomcat/webapp dir and (re)start tomcat, it will expand automatically.
You will have to get the source dist if you want to be able to rebuild Jetspeed. I hope that will help.
