Placement of JSP files is covered in the tutorial.
JSP files used in JSP Portlets should be placed in
/apache/bbc-jetspeed/webapp/WEB-INF/templates/jsp/portlets/html



My portlets are located in the 
/Jetspeed/web/WEB-INF/templates/portlets/html
directory.  My thought was to place these files in the /screens/html
directory, but I seem to be having some what of an issue as to 
including
them in the portlet.

No, they do not go in the screens directory. This directory is not used 
by portlets
