If you use the binary file(*.war), after you deploy it on your servlet
container (say tomcat), the file is in the folder,
$CATALINA_HOME/webapps/jetspeed/WEB-INF/classes/org/apache/jetspeed/modules/
localization

I did not build the war file...I used the file
jetspeed-1.4b1-release-fullwar.zip to setup Jetspeed. Is it possible to
add this file or do I have to do the build from src

The localization property files are located in
jakarta-jetspeed\src\java\org\apache\jetspeed\modules\localization
folder.
Change the file and rebuild the .war file.
