This is neatly tucked away inside the java package structure for
Jetspeed in /WEB-INF/classes/org/apache/jetspeed/modules/localization.
The English version is in JetspeedLocalization_en.properties. 

This can be found in the Jetspeed Tutorial at
http://www.bluesunrise.com/jetspeed-docs/JetspeedTutorial.htm in chapter
2.
