How about a nested menu instead of a nested pane? I use the getPaneById from
JetspeedLink class, but passing the
parameter format ("pane_id,menu_id") did not work for me. Any ideas?

You can encode this link with the jslink tool:

jslink.getPaneById("Pane_3,SubPane_17")

To make sure that your ids don't change with every run of Jetspeed, 
make sure to give the panes ids in the PSML file:
