Mark,
  I'll put the problem in a Jetspeed bug with a cross-reference to the
Tomcat bug.  It's hard to say where this problem lies and without
having any experience with Tomcat code or Jetspeed code or their
architectures or JSR specifications it would take me quite a while to
try and track down this problem.  What I think would be much more
efficient would be for a knowledgable member from each of the Tomcat
and Jetspeed teams to have a short discussion as to possible areas on
their sides that may contribute to the problem.  If a short list of
possible areas to examine could be made then maybe myself and others
could pick up from there.
