It looks as though the issue was a font issue: I was
able to verify that the character was indeed being
read in as the appropriate Unicode character. I tried
another character and it worked well.

I found this editor to be very useful (I have no
affiliation):

However, I'm still curious about the "best practice"
for l10n.  My apologies if this is a RFTM.
