Portlet security question

I am interested in adding users who will have a default role psml 
instead of  a specific user psml. I have created a new role and gave the 
role certain permissions. I assign new users this role, and have created 
a psml for the role.

This part seem to work fine, except for the security which works for the 
pane but not for the portlets. I am using an Oracle DB for the user 
login and I have assigned the correct roles and group info to each new user.

I have read that I need to change some registry files and possibly add 
some security statements to the portlet registry entry.

Ex)

Role: engineer
Group: staff
Permissions: all but customize
When I login as a staff user I get the pane tabs but I don't have access 
to the portlets.
