You could also do the same thing via role base fallback with no admin/js user psml and just an admin role psml.

Hi,
When I create a new user and give it admin permissions using admin/jetspeed I find that the new administrator cannot edit any of the admin browser portlets that I add to the new admin account.
Is this a bug? Am I doing something wrong? Is there a work around?
