If I understand your question right, you want to access the images in jetspeed/WEB-INF/templates/vm/portlets/images/myimage.jpeg ?

If this is the case, you can't. The WEB-INF folder is a special folder which can't be directly accessed from HTTP URLS. (This constraint is imposed by the J2EE specification for security reasons).

However if you place your images in a place like jetspeed/images/myimage.jpeg then you can access then using

<img src="images/myimage.jpeg">

I have a velocity-portlet which shows different velocity modules.
(changes at runtime)

I'm searching for a possibility to address an image from the velocity
module.

<img src"???"/>

I need the path to the portlets folder. But I don't have any idea how to
get it.

My velocity file is: jetspeed/WEB-INF/templates/vm/portlets/myportlet.vm
The image: .../portlets/images/myimage.jpeg

How can I address the image???
