I installed WinCVS client on my machine and was trying to check out
jakarta-jetspeed-2 module from the site, but I don't see the "source" and
"webapp" folders under jetspeed-2 unlike in jakarta-jetspeed module. Am I
doing this wrong? Help please..

Thanks for your reply. I looked at the recorded bug in the database, it does
not say anything about a solution/answer but says it is fixed in 1.4b5. I
went to CVS repository and am trying to build from CVS. Can some one tell me
how to access CVS version from my PC. I am running on Windows 2000 and I do
not have CVS installed on my machine.

I suspect that you're using 1.4 Beta 4. There's a known JSP localization bug
in Beta 4 - please search the Bugzilla bug database for the answer (I think
is 19519 )or just build Jetspeed from CVS.
