Yes, you can. The registry will reload itself periodically. There is a regisry refresh paremeter on the service that controls this. But, it you stop tomcat before your change has been loaded, then jetspeed will overwrite your changes with what it has in memory. As long as you know that tomcat won't be stopped for the refresh period, then you should be ok.
