security-schema.sql creates same tables with more constraints. So better run it first.
While turbine-postgres.sql is external script, it is used for turbine. Not particularly for jetspeed, I guess. It will creat two more tables ID_TABLES, TURBINE_SCHEDULED_JOB, which I believe you need.
Also I believe that dbpsml-schema.sql is the script that you need to run before you run "ant import". Because it create the ..._PROFILE tables that "ant import" need.
This is my sequence:
dbpsml-schema.sql security-schema.sql turbine-postgres.sql populate-postgres.sql ant import
Also in my experience, I have to restart the postgresql if I do some change, otherwise the "add user" doesn't work properly.
You can get the postgresql running on the fly.
