Gerry, Does this include the jre rt.jar? Basically, I have a fresh installation of jdk-1.4.2, tomcat 5.0.19 and jetspeed 1.4 with nothing else. I don't know enough about how this all interoperates yet to determine where else the problem might be coming from. There appears to be plenty of xml classes in the rt.jar file.
