Dear Murphil, the one I suggested should be the only change in JR.p relative to this specific issue.
System should then ignore topnav.vm, leftnav.vm, bottomnav.vm when formatting the portal layout. You just have to make all changes you need (images, background) in relative files in [TOMCAT]\webapps\jetspeed\WEB-INF\templates\jsp\navigations\html. Properties files are long to read and analyse, but they are quite powerful!
