First, determine what jetspeed roles will have a menu associated with them (each role will have a different menu). For example, assume the "anon", "user" and "admin" roles will each have different menus.
Define a default.psml entry under for each of those roles: /role/anon/html/default.psml or whatever. In each default.psml, add portlets or references to each portlet you want to have available in that menu. Ensure that each user only has one one of the above three roles (no user should have "user" and "admin" for example).
