RE: problems with the base tag

Im having problems with the base tag in Jetspeed 1.5
it should be
<base href="https://localhost:8443/jportal/";>
but randomly seems to change to.
<base href="https://localhost:8443/jportal/images/jportal.gif";>
has any one else seen something like this or know what could cause it?
