menu at the top.vm

Hi,

I would like to add a java applet based menu across the header to the site.
I am adding to the top.vm in WEB-INF\templates\vm\navigations\html
directory. I am adding a section

But it is not working as expected. 

Has anyone used applet based menu on top of the site navigation. Your help
would be greatly appreciated.
