It's part of the CVS Head for J2 (applications/php). Look at the sample code.

I work on refactoring the php portlet so that it uses ActionRequests instead of a redirector servlet but the basic architecture will remain the same.

You have to use the latest J1 and enable Fusion (JSR-168 support) so that you can run any J2 portlet

In Jetspeed-2 there is a PHP portlet that allows you to run php applications inside a portlet.
We successfully run several PHP applications in our portal (latest J1 and J2)
