Please take a look at http://www.mail-archive.com/jetspeed-user@jakarta.apache.org/msg15355.html. In the last part David explains that he has added the property org.apache.jetspeed.test.jdbc.j1.drivers.path to the maven.xml. This was for the 1.6 version from the CVS, but your description sounds pretty much like the problems I met. So you might give it a try.
