There is a portlet plugin from IBM but it's only available (AFAIK) with their Rational Application Developer product, which is based on eclipse. I use RAD, but I find the portal tools minimal value because I'm not using WebSphere Portal most of the time. It does give you editors for the portlet.xml files and basic things, which I guess are marginally useful. I personally use the source view (a basic text/xml editor) for most things.
