Sorry, bad advice on my part.
That functionality (deleting the war file from the deploy directory) was deprecated. The easiest way to undeploy a portlet app is now to use the PALM admin portlet.

I did some more experimenting on this. It appears that (as of M3) undeploying through PALM does work - in the sense of making the portlet unavailable. However, Portlet Application Browser(under the "Portlet Application Manager" tab) does not seem to refresh and reflect the undeployment. A more practical issue is that, after a portlet is undeployed, its window still shows on the page, even after restarting the whole server. Is this intended or a known issue?
