I found this in the file Jetspeed-spring.xml in WEB-INF\conf\assembly.
The following entry in the xml was found related to the navigational
state:

Again sorry for being really dumb...but what do I modify here to achieve
the relevant behavior of not storing the render parameters.

Well that does make more sense. Thanks David, Ate, Frank and Aaraon. 

Although I think my problem still remains.... How do I fix this in
Jetspeed 1.6 with Fusion..I tried looking for the xml file that Ate
mentioned...but could not find it in the obvious locations.
