Raj, This will only happen if the user has rights to edit the role page... so it is really up to you to control. There are various solutions to the "copy on write" aspects of the customizer in the event it does not have permission to edit the underlying page, but does have a home directory. I am not sure if any of those are in the current tree yet. David Taylor can answer that question definitively.
