yes, you are missing the scope. You must call:
session.getAttribute("TestData",PortletSession.APPLICATION_SCOPE);
because you set the data in the application scope.

If that is in fact the case, it sounds like a bug to me. What version
are you using? I am using 2.0 and session values are definitely
persisting from view to edit modes...
