Basically, a system 'admin' may log in and get a menu either based on a Role
Profile like 'admin' or a User Profile showing what menus should be available
to a person.
This is somewhat already the case. You can modify the psml your self
to constraint it's access and visibility as a tab. You can also modify
the folder.metadata file to restrict access and visibility in the
folder menu. There are samples of this in the distribution or source
version of j2.

heavy piece of work?
