As far as i discovered, no, you have to use file structure to make menus,
the only thing i have discovered to help you centralize is, using the
"_role" and "_user" directories, a part from that you have to change
jetspeed source. This is because the philosophy behind the menus is
declarative.

I am trying to find if I have to create a folder and *.psml using the
following structure. Is there a standard xml reprentation of the following
jetspeed folder and its folder.metadata and psmls?  I mean can I use an xml
file/or db table instead of the folder structure? Or is there an existing
