I will be the only one building this - for now. So in order for the
server/jetspeed itself to work for all users, it does not need to be logged
into that specific account correct? It is only needed for
building/development?

In that case I believe you are right with the option of creating a seperate
jetspeed profile. Only developers who want to change will have access to
that profile login.
