I will be the only one building this - for now. So in order for the server/jetspeed itself to work for all users, it does not need to be logged into that specific account correct? It is only needed for building/development?

These settings are only for the purpose of building from source and not for actually using the app. If you do have multiple users needing to kick off your builds, I would HIGHLY suggest you look into a build server, like Continuum or Anthill, to assist you with this. If you don't fancy putting together such an environment, I would then say create a dedicated profile for running the Jetspeed builds.
