I'm still getting "Portlet Application authority not available"

The following is the only error message I get........very uninformative

Can anyone offer any insight about how I might figure out what I am doing
wrong?

Ive seen intermittent problems with deployment as well, and the same
error. Some others have reported similiar experiences
We've been digging into it (Ate and I) but haven't been able to
