You have to change the layout decorator.
Default layout decorator is tigris so look in this directory :
\webapps\jetspeed\decorations\layout\tigris
header.vm generate top of pages
decorator-macros.vm is the macro used to generate links.
#macro (includeTabsNavigation $_menu $_orientation)
is the macro for the tabs on top
#macro (includeLinksWithIconNavigation $_menu $_orientation)
is the macro for the left menu
The admin portlet link is printed by this macro.
This macro use folder.metadata of the directories (here the directory
containing admin portlets).
