I am on Jetspeed 2.0, but I believe decorators are supposed to live in
jetspeed/decorations
NOT:
jetspeed/WEB-INF/decorations.
I think they used to live there, but not anymore (unless that changed
in 2.1). So make sure they are in the right place.
I have overriden the default decorator.vm without a problem.

Jetspeed version you are running).
I guess, I'm making a mistake somewhere, but I do not know where.
