As far as I know, the portlet lifetime (including initialization) is
covered with JSR-168. It has nothing to do with its "container" servlet
or a webapp.
That feature is left up to the portal implementor.
Sounds like it would be a useful feature to ensure that the portlet init
is called during the portal init phase, controlled by a
jetspeed-portlet.xml init parameter. Please create a jira issue
describing your requirements
