That sounds odd (link in the 'deploy' directory)
The functionality is probably not working
Im in the process of rewriting the site manager
The current site manager portlet will be deprecated
You can take the PSML on the file system and import it into the database
by running "maven import" goal from the root of the source tree
The new site manager will support importing psml pages
