When I issue shutdown.bat on Win32-XP platform using build 2.1-dev

I recieve the following error (in bold) and I have to force tomcat-Jetspeed
to come down with
a CTRL-C

What is causing this error? is this common on win32 platforms? or do I just
have some type of configuration error?
