Hi Dan, If your anchor is at the beginning of the container (such as a div) that has the scrollbar, it should work. I tested it and worked fine for me... Can you send your portlet html code?
Also, a while back, I had seen a javascript function keeping track of what the last scroll position was, but that was for a different issue. Still, you could look into it if you want to anchor to a specific spot in your portlet.
