Maybe you've downloaded from an incomplete Apache Mirror. I just downloaded it
again myself successfully
(size: 37302592 bytes) from the following mirror (provided by my own company):

I suggest you try downloading again from another Mirror through here:
http://www.apache.org/dyn/closer.cgi/portals/jetspeed-2/binaries/jetspeed-2.1.3-installer.jar
If you still have problems downloading, you can try the mirror I used also
which I can guarantee is working well.
If that also fails, you must be facing some network/firewall etc. configuration problems which are unrelated to the
Apache Mirroring system.
