Hi Mansour,

I haven't tried yet, but local portlet applications like jetspeed-layouts can 
be deployed into /jetspeed/WEB-INF/deploy/local/ directory. Also, the portlet 
war file name should start with 'jetspeed-' prefix. See the README.txt in 
/jetspeed/WEB-INF/deploy/local/.
By the way, this prefix limitation will be removed in the 2.2 release.
