you are correct, sounds peculiar. but I have to do that. I fixed it by
copying the same psml in to the role directory and placing hidden="true"
attribute.
Now the problem is the order of the psmls :). how to control that?

My suggestion would be to explicitly change the public-view constraint to
something else, but if you really want to not show public-view pages
(sounds peculiar huh), you can edit the WEB-INF/pages/page.security in
which the rules for the public-view are set up.
For example you can remove permissions by using <permissions/>.

portal, I don't want to display the tabs with "public-view" security

I am using the role-fallback profiler for the users, and I have all the
psmls in the _role/<role_name> folder.
I only want to display the pages tabs for the psmls in the rolename
folder, and don't want the psmls having security constraint,
"public-view"
