If you have checked out Jetspeed 2.1.3 with svn at a local location say <jetspeed2>, the j2-admin part is already located in <jetspeed2>/applications/j2-admin, so you don't have to create it yourself. In it, it's portlet.xml in src/webapp/WEB-INF.

Please tell more about your build environment because I think I'm assuming something not correctly..

If you're on 2.2-trunk then j2admin has relocated to <Apache SVN repository>/portals/jetspeed-2/applications/j2-admin. In that case you have to build your modified j2-admin.war into you're own (local) Maven 2 repository. Subsequent building of the portal will then get the j2-admin war from there.
