When I first access Jetspeed at the root level, I'm presented with my
menu as expected, however when I Click on Public Folders link under
Public Jetspeed takes me to the Public Share page, but my menu is no
longer displayed.

I've tried renaming the menu to something other than navigations, and it
still doesn't work.

Yes, menus are inherited by default along the folder/page hierarchy. Are

you seeing problems with this?
