# switch config mode to built-in custom config mode portlet supported.portletmode.autoswitch.config=true # auto-switching surrogate portlet for config mode supported.portletmode.autoswitch.config.surrogate.portlet = j2-admin::CustomConfigModePortlet Also, did you have the following in the portlet decorator configuration file (/decorations/portlet/<the portlet decorator name>/decorator.properties) ? actions.factory=org.apache.jetspeed.decoration.CustomDecoratorActionsFactory Of course, as you did, the portlet.xml should define the custom-portlet-mode. Finally, are you authorized to edit the page where you want to configure the portlet fragment? The config mode tries to add constraints into the page, so you should be allowed to do that.
