For 1.0b2 IIRC:
<web-app>
<servlet>
        <servlet-name>
            jetspeed
        </servlet-name>

            org.apache.jetspeed.Home
        </servlet-class>
        <init-param>
            <param-name>
                 properties
            </param-name>
            <param-value>
               /<path-to-your-properties-file>/JetSpeedResources.properties
            </param-value>
        </init-param>
    </servlet>
</web-app>

For latest CVS:
<web-app>
<servlet>
        <servlet-name>
            jetspeed
        </servlet-name>
        <servlet-class>
            Tomcat
        </servlet-class>
        <init-param>
            <param-name>
                 properties
            </param-name>
            <param-value>
               /<path-to-your-properties-file>/JetSpeedResources.properties
            </param-value>
        </init-param>
    </servlet>
</web-app>

I also need to change both JetSpeedResources.properties and
defaultPortlets.xml a lot to make it work. Well actually I can only get the
RSSPortlet working. I'll test the rest one by one later.
(This is Tomcat from CVS, Jetspeed from CVS, turbine-2.0.jar from
Jetspeed's CVS)
