Yes. It needs to. The whole point is that remote content is buffered
locally. But then again maybe we shouldn't be buffering "file" scheme
urls.... In fact we should probably short circuit them. There is no
advantage to placing them there and it just makes things more confusing.
BTW the XSP bug isn't within Jetspeed. It is within Cocoon. I don't
think XSP was ever tested as an emulated Servlet.
