Cocoon is broke and I believe it is on the Cocoon side.

That is the subject of some debate. On the one hand, it is easier in some ways
to represent and manipulate custom configurations using portlet markup (an XML
representation of the paramaters needed to render a portlet). Unfortunately,
that means storing XML using some sort of db representation, and we haven't
agreed on the best way to do that.
