Wow!  Was Castor trying to pull down the dtd or was Xerces?  I didn't
think it was supposed to do this.  This makes a lot of sense when I
think about it.  The DiskCache was *seriously* timing out on DNS
requests.  

Don't worry.  I should be able to remove this in the next couple of
days.
