Most likely cocoon didn't initialize properly. It's usally the case when you
don't have FOP on your CLASSPATH and you don't use the latest cocoon.properties
bundled with Jetspeed.
Get the latest one from CVS and see it works better for you. If it doesn't,
check the turbine log for any other errors.
