yea we definitly need a better tomcat documentation, especially if it comes
to context, web-inf or war files. this is quite confusing for newbies ;-)
 
anyway, each directory under webapps is somhow similar to so called
'servlet zones in jserv'. the web.xml file ist the configuration file for each
'zone' - in <tomcat home> there is a global web.xml file, though.

I think I got it.  The trick for me was putting the web.xml into the ~jakarta/webapps/ROOT/WEB-INF/web.xml
 
The documetation is unclear about that.
