This usually means Cocoon is not correctly configured. Check the JetspeedResources
for the path to cocoon.properties.
Make sure the cocoon.jar is available to jetspeed
Check the cocoon.properties file to see if it's configured to require fop.jar or
any additional jars which may not be in your classpath/servletpath.
